OSC Help Desk Changes(4/23/99)
On May 3, 1999, the OSC NCAS Help Desk will begin using a new Help Desk Call Tracking/Call Management software. Initially, callers may experience a brief delay while the NCAS Help Desk verifies information regarding your operator ID, telephone number, email address, etc. In order to assure the fastest possible response time, please click here and complete this information by April 28, 1999. NCAS Training during June 1999(4/21/99)

**Important for all AP positions**
Mecklenburg County 1/2% Local Sales and Use Tax for Public Transportation (4/20/99)

Effective April 1, 1999, an additional 1/2% Mecklenburg County Sales and Use Tax for Public Transportation is applicable for sales with a tax situs in that county only. This additional sales tax is handled in the same manner as the current 6% sales tax with two exceptions: 1. Food that can be purchased under the Food Stamp Program is subject to the existing 2% Mecklenburg local sales and use tax but is exempt from the 1/2% Mecklenburg local sales and use tax for public transportation, 2. certain building materials are not subject to the tax if purchased by contractors for the purpose of fulfilling lump sum or unit price contracts that are entered into or awarded prior to April 1, 1999, or are entered into or awarded pursuant to a bid made before April 1, 1999.

OSC is modifying the sales tax reports to include a column for this extra 1/2%. A new use tax code and minichart indicator (650) have been added to all agencies' paying entities so they can use this for invoices being paid to Mecklenburg County. 6 1/2% sales tax should be paid or added to invoices and paid to the vendor. Add the extra 1/2% tax to the invoice in the same manner as you would if they billed you for no tax and it was due.

Please read the attached documents from the Department of Revenue for a detailed explanation of this new sales tax. The Mecklenburg Sales and Use Tax Return should be mailed by Revenue to businesses that have previously reported sales or use in that county.
