SUBJECT:	Updating Agency Security Administrators Authorization

The Office of the State Controller (OSC) is currently updating all North Carolina Accounting System (NCAS) security authorizations.  Your agency security administrator(s) should carefully read the following two attachments and obtain the necessary signatures for your agency’s forms.  If your agency has authorized more than one Security Administrator, your primary security administrator should coordinate this information and return only one set of forms for your agency.  The forms should be returned to the addresses indicated on the forms as soon as all signatures are obtained.  In the future, these forms can be downloaded from the following site whenever changes require new authorizations.

The security profiles that are listed on the System Information Guide (SIG) and taught in the Security Administrator’s Workshop are generic templates that are designed to be used as a guide for state agencies.  Because job responsibilities and positions function differently in many agencies and, in many cases, are determined by the size of the agency’s fiscal section, no single job function template can be designed for use by all agencies.  When profiles are combined, you must determine that there are no conflicts created by the two profiles.  For example, in most agencies, a Purchasing Requisitioner profile (999909) should not be combined with an Accounts Payable Processor profile (999903).  Therefore, each agency should carefully review ALL security profiles to determine that there are no internal control issues regarding an NCAS user’s profile.   The OSC will be happy to assist your agency with this analysis.
