The Central Payroll System

General Information

The Central Payroll System is a statewide online computer-based payroll system, operating in an IMS environment, that provides for earnings payments to the majority of state employees. The operations of the payroll system are controlled by the Central Payroll Division of the Office of the State Controller. Individual payroll offices at each of the participating agencies, departments, and universities are responsible for keying online transactions into the Central Payroll System, resulting in payments to employees and appropriate employee deductions. The Central Payroll Division is responsible for keying payroll transactions for the six offline entities listed in the table below. 

While many universities and some state agencies utilize a payroll processing system separate from the system maintained by the Central Payroll Division, the majority of state agencies use the Central Payroll System. The Central Payroll System services the following state agencies, departments, boards, and universities:

Based on data keyed by individual agency payroll offices, the Central Payroll System performs all gross-to-net calculations, including computation of tax withholdings, and all employer matching and contributory costs. The system also maintains an employee master file that contains certain year-to-date data on each state employee. There are four payroll processing cycles generated by the system each month, allowing the payment of multiple payroll transaction types.

Central Payroll System Reporting

Transactional data and payroll processing results are reported using the State's report management product, Systemware. Systemware products allow the Central Payroll Division to manage and distribute documents or reports in an electronic format. The software offers three options for accessing, viewing and printing reports: X/PTR, X/TND, and X/NET.

X/PTR
X/PTR (pronounced "exporter") is a mainframe-based system for managing reports and documents. It allows users to view documents or parts of documents online and to print entire reports or parts of reports to system printers or send documents as e-mail attachments.

X/TND
X/TND (pronounced "extend") is a GUI (graphical user interface) version of X/PTR. It is a Windows compatible report viewer and data manipulation product. X/TND enables the end-user to view reports and documents concurrently on a PC. It provides download and local print capabilities with reformatting, flexible indexing and full search capabilities.

X/NET
X/NET (pronounced "ex-net") delivers the full viewing and printing functionality of X/PTR through a web browser, via the Internet. All three report viewing options require online access security. Instructional manuals and information about each Systemware package are available at the "Systemware at North Carolina" web site http://sccb.its.state.nc.us/sysware/sysware.htm,. To obtain access to the Systemware reports, agencies must submit a request for access to the Central Payroll Division.

Central Payroll System Security

The Central Payroll System requires a valid RACF ID for access to the system. To request access, an agency must submit form OSCPXA 08, Central Payroll Access Request Form, to the Central Payroll Division. The form is located at:
