The Office of the State Controller has taken the lead in management of statewide cash along with assistance of the State Treasurer, the State Budget Officer and the State Auditor. The State Controller is authorized to manage various aspects of statewide cash. The State Controller responsibilities include and are not limited to:
- Exclusive authority for managing disbursements 143B-426.40g
- Allotment control 143C-6-3
- Maintaining a record of appropriation, allotment, expenditures and revenues 143B-426.39
- Develop and implement a uniform State Cash Management Plan 147-86.10 &147-86.11
- Establishing a statewide accounts receivable program 147-86.20 – 147-86.27
- Establishing a statewide electronic commerce program
OSC accomplishes these requirements through the operation of the Cash Management Control System (CMCS) along with a statewide accounts receivable and electronic commerce program.
