Pursuant to State Statute, the State Controller administers the State disbursing system and for this purpose and by authority of State Statute: prescribes the manner in which disbursements of State agencies are made; keeps a record of the appropriations, allotments, expenditures, and revenues of each State agency; makes appropriate reconciliations with the balances and accounts kept by the State Treasurer, and prepares and submits reports summarizing by State agency the results of financial transactions.
