Statewide Employee Benefit Programs - NCFlex

The State of North Carolina established NCFlex on December 5, 1994, by the Governor’s Executive Order #66. The Order designated the State Personnel Director to coordinate the program for all State employees, and established a Statewide Advisory Committee to assist in the development and maintenance of the program. The Advisory Committee, and other subcommittees, are involved in the program throughout the year and include a diverse group of State employees representing State agencies, universities and community colleges. On October 27, 1995, a revised Executive Order #88 was issued that added two members to the Advisory Committee from the private sector. The NCFlex Program currently operates under Executive Order #124, issued in September 2007. The State contracts with a third party administrator (TPA) to process payments from the NCFlex program.

The Office of the State Controller (OSC) has an employee who serves on the Statewide Advisory Committee. In addition to this, OSC employees work daily, with the TPA, to insure that participating employees are reimbursed in a timely manner and that the financial integrity of the program in maintained.
