Statewide Employee Benefits Program

The Office of the State Controller (OSC) is responsible for the daily funding of the Statewide Employee Benefits Program. These daily fundings are based on the payments made to employees and service providers, by the two respective third party administrators. The program has two primary components:

• NCFlex and FICA
• Workers' Compensation
