SUBJECT: OSC Seminar on April 25, 2002

 The Office of the State Controller will sponsor a seminar, GASB Statement No. 34 – Requirements for Business-type Activities, on April 25, 2002 at the Sheraton Imperial Hotel in the Research Triangle Park. The registration fee for this course will be $60 per attendee, which includes all course materials, break service, and lunch. Due to classroom size, the course will be limited to 200 participants. Also, because of the recent budget cuts, we recommend that you use non-state funds to pay for any related travel costs.

This seminar will review the new reporting requirements under GASB Statement No. 34 for business-type activities (e.g., enterprise funds, internal service funds, colleges/universities, and other proprietary component units). Topics to be discussed include required financial statements, new note disclosures, GASB Statement No. 38 changes, segment reporting, reporting component units in the State’s CAFR, and hands-on preparation of cash flow statements using the direct method.

G. Robert Smith, Jr., Ph.D., CPA ("Smitty"), an assistant professor of accounting at Middle Tennessee State University, will present this seminar. Dr. Smith has been a highly rated instructor at previous seminars sponsored by our office. In addition, Dr. Smith has made presentations for the Government Finance Officers Association (GFOA) and other State GFOA and CPA organizations across the country. Dr. Smith received his bachelor's degree and Master of Accountancy degree from the University of Tennessee and his Ph.D. from Texas Tech University. His dissertation topic was The Use of the Statement of Cash Flows in Governmental Reporting.

Enclosed you will find a course registration form. Please complete and return the registration form along with the required fee of $60 to the Office of the State Controller (Attn.: John Morgan) no later than April 18, 2002. Your registration will be confirmed by email on or before April 23, 2002. We will also post this course announcement on our home page under "News" at http://www.osc.state.nc.us.
