SUBJECT: 2003 Accounting and Auditing Update Seminar

The Office of the State Controller will sponsor a seminar, 2003 Accounting and Auditing Update, on March 12 and 13, 2003 at the McKimmon Center in Raleigh, North Carolina. The registration fee for this course will be $100 per attendee, which includes all course materials, break service, and lunch. Due to classroom size, the course will be limited to 225 participants.

 The two-day course is designed to provide a practical analysis of current governmental accounting and auditing issues related to the State's financial reporting entity. The first day will be devoted primarily to understanding and explaining the State’s first CAFR prepared under GASB Statement 34. This portion of the seminar will be less about accounting and more about what the GASB was trying to accomplish and whether they succeeded. The second day will be an AICPA/GASB update. Specific topics to be discussed include the AICPA’s GASB 34 audit guide, GASB Statement 39 (affiliated organizations), and other activities of the GASB.

 Mr. Paul E. Glick, the founder and a principal in Glick Consulting Group, will present this seminar. In this role, he conducts financial management training courses nationwide for representatives of state and local governments including elected officials, various state and national associations, and certified public accounting firms. He is also the author and co-author of numerous books on governmental accounting and financial reporting, including the GFOA’s Financial Reporting Series.

 Enclosed you will find a course registration form. Please complete and return the registration form along with the required fee of $100 to the Office of the State Controller (Attn.: John Morgan) no later than March 3, 2003. Your registration will be confirmed by email. We will also post this course announcement on our home page under "News" at http://www.osc.state.nc.us.
