The Master Services Agreement (MSA) the State has with SunTrust Merchant Services (STMS) allows for participants to accept cards issued by Visa and MasterCard, without the participant having to execute any additional agreements, other than the Agency Participation Agreement with STMS. Participants desiring to accept Discover Network Cards can do so by also executing an Agency Participation Agreement with DFS Services, LLC (Discover Network). This arrangement is the result of a Master Agreement the State Controller entered into with Discover Network on February 1, 2008.
Below are the components of the Master Agreement with Discover Network, as well as enrollment forms and information necessary to subscribe to the service offered by Discover Network.
